Project management (PM) means the control and management of a construction project by our project team. PM shall ideally start already in the design phase with contractor selection and continue with construction management and work handover to the future user. This model is particularly useful for projects with one general contractor. The structure of the PM team differs depending on the specific needs of the project – senior PM, team members, etc.
It is required in building act No. 183/2006 Coll. that construction sites in projects funded from public resources must be supervised by a site supervisor. This act imposes this duty on the builder. Site supervisors are however widely used also in the private sector, because they are experts who defend investor’s interests, particularly in terms of quality, the budget and delivery by the deadline.
Act No. 309/2006 Coll. and related regulations bring the need for a health and safety (HSE) coordinator on the site. The HSE coordinator must be appointed by the investor, not the general contractor. As the function suggests, the mission of the HSE coordinator is to coordinate all stakeholders on the site and eliminate potential risks.
As provided in FIDIC, the role of the “Engineer” must be defined in the project. The Engineer represents the investor and checks the construction project and gives binding instructions to the contractor. The Engineer can however not change the contract for work. It is a third party which keeps a balance between contractor and investor. The Engineer is traditionally involved if the work is delivered by a single contractor, the so-called general contractor.
Construction management (CM) is a specific, advanced form of project management in the construction industry. It involves the splitting of construction works among several contractors. The CM team selects contractors, prepares contracts with them and controls building works where coordination between independent contractors is essential. If set correctly, this form of PM brings huge time and financial savings to the client.
Planning permit, building permit, water permit, formal acceptance and more permits – all this is required for the majority of construction projects. Excellent coordination with other activities and stakeholders is required for obtaining these permits. The term “engineering” in the Czech republic means that client’s interests are defined (e.g. compliance with zoning plan), the design is prepared, requests are filed with relevant stakeholders to obtain their formal statements, possible changes are implemented and requests for planning and building permits are filed with the building authority
